2026 NYSHIP Rates & Deadlines

Colleagues,

As you know, each year New York State’s Department of Civil Service adjusts the premium rates for the New York State Health Insurance Program (NYSHIP).  Unions have no say in these rate adjustments. We are very concerned about the future impact of federal policy actions on our premiums and the upcoming rate increases.  This underscores the importance of all members engaging in our upcoming efforts to press the State for a fair contract.   UUP ONLY NEGOTIATES for the Empire Plan. 

For those that wish to continue or move to the Empire Plan, the following is a breakdown of the NYSHIP rates for the upcoming year for the Empire Plan:  

  • Anyone on Empire Plan making $52,412 or less on individual coverage will be going from $60.23 to $65.99 per paycheck.
  • Anyone on Empire Plan making $52,412 or less on family coverage will be going from $272.67 to $298.75 per paycheck. 
  • Anyone on Empire Plan making $52,413 or more on individual coverage will be going from $80.31 to $87.99 per paycheck.
  • Anyone on Empire Plan making $52,413 or more on family coverage will be going from $324.22 to $355.24 per paycheck.

For those looking to compare the Empire plan with Independent Health and with Highmark you can do so through the NYSHIP Plan Comparison Tool.   This tool will help you select which health insurance will best meet your needs.   You can also view the rates on the attached pamphlet. 

For anyone who wishes to change their health insurance selection, the option transfer period concludes on 12/31/25. If you have any questions about the Empire Plan, call toll free at 877-769-7447.
