Oneonta UUP Delegation in Albany Advocate for Stronger Investment in SUNY

Despite the date shifting to March 17 due to winter storm Hernando, the Oneonta UUP Chapter still turned out to be a strong group of members committed to advocating for investment in SUNY. A dedicated team of SUNY Oneonta faculty and professionals traveled to Albany for Advocacy Day, joining colleagues from across the state to push for meaningful funding for public higher education. Representing SUNY Oneonta were Ethan Fox, Penina Kamina, Anthony Nichols, Jessie Simpauco, Shirley Clark, and Marvin Rodriguez, each lending their voice to a unified call for a stronger, more equitable SUNY. Our team had the opportunity to speak directly with Assemblyman Brian Miller and advocate for our SUNY budget priorities. Ethan Fox stepped forward to make a video with a strong message to Governor Hochul: Tax the Rich! Meanwhile, Anthony and Marvin went on to distribute literature containing our requests to Legislatures inside the Capitol Building. Our district Senator, Peter Oberacker, unfortunately was not present at this meeting, so we followed up with an e-mail request outlining the UUPs Budget priorities for SUNY.

Key Budget Priorities Presented by the Delegation

Campus Operating Aid

  • $141.8 million total, including:
    • $100 million in system‑wide operating support
    • $41.8 million in targeted aid to close structural deficits at the most fiscally stressed SUNY Campuses ESF, Buffalo State, Fredonia, and Potsdam. This funding is essential to stabilizing campuses, protecting academic programs, and preventing further cuts.

Full‑Time Faculty & Professionals

  • $53 million to expand and retain full‑time faculty and professional staff across all 29 state‑operated campuses This investment would help reverse years of staffing erosion and ensure students receive the high‑quality education they deserve.

SUNY Teaching Hospitals

  • Full coverage of employee fringe benefits and debt service costs for Downstate, Upstate, and Stony Brook for $75 million.
  • Requesting $82 million for Debt Service Costs.
  • Approve Executive Budget item maintaining Capital Funding Reappropriations. $750 million for Downstate and $450 million for Upstate Medical Centers.
  • Protection from federal Medicaid cuts. These measures would safeguard the hospitals’ ability to provide care, train medical professionals, and serve vulnerable communities.

Educational Opportunity Programs

  • $20 million increase for EOP
  • $5 million for Pre‑Medical EOP
  • Enactment of MHEOP (S.2046/A.3607) with $5 million in funding
  • These programs remain vital pathways for first‑generation and economically disadvantaged students.

NY Opportunity Promise Scholarship

  • Expansion to all SUNY campuses offering associate degrees in high‑demand fields Currently, the scholarship is limited to community colleges, leaving many SUNY students without access to this opportunity.

SUNY Research Fund

  • Creation of a state‑sponsored fund to offset frozen federal NIH/NSF grants This would protect faculty research independence and ensure SUNY remains competitive in securing and sustaining research talent.

A Unified Message for a Stronger SUNY

The SUNY Oneonta delegation’s presence in Albany underscored a simple truth: New York’s public universities are indispensable, but they cannot thrive without meaningful state partnership. Our commitment and strong turnout for Oneonta UUP on Advocacy Day reflects a shared assurance to strengthening SUNY; not just for today’s students, but for generations to come.

UUP opens 2026 SUNY scholarship application process

SUNY students are invited to apply for annual scholarships of $3,000 offered by United University Professions, the union that represents academic and professional faculty at the State University of New York.

The deadline to apply for the UUP College Scholarship Fund Undergraduate Scholarship application is March 1, 2026. Applications and an award fact sheet are on UUP’s website.

The UUP College Scholarship Fund awards scholarships to a maximum of four SUNY undergraduates who excel academically and are dedicated to the goals and ideals of the labor movement.

Applicants must be full-time students enrolled at SUNY state-operated schools and have a minimum grade point average of 3.75. Applicants must have 18 credits at any SUNY college or university to be eligible for a scholarship.

Full-time SUNY graduate students can apply for UUP’s William Scheuerman Post-baccalaureate Scholarship. The award was created in 2010 to honor Scheuerman, who served as UUP president from 1993 through 2007. Applications and an award fact sheet are on UUP’s website.

To apply, students must have at least 9 credits and hold a cumulative grade point average of at least 3.95. Applicants must show dedication to the labor movement’s goals and ideals.

Applicants for both scholarships must demonstrate personal and academic achievement and display a strong record of community service. UUP awards the scholarships to students on a one-time basis, but there is no limit on the number of times a student may apply. The scholarships are funded by contributions from UUP members and their families.

“UUP’s Scholarship Fund is a wonderful example of how UUP supports our students as they work toward their degrees,” said UUP President Fred Kowal. “In addition to their academic achievements, the students we honor have made significant contributions in their communities and on their campuses.” UUP has awarded more than 100 scholarships since the scholarship program began in 1987.

Three of the undergraduate scholarships are given in honor of former UUP members and their families who generously supported the Scholarship Fund. Those members are the late Eugene Link of SUNY Plattsburgh; the late Robert Carter of SUNY Oswego and his wife, Katherine; and the late Gertrude Butera of SUNY Alfred.

RSVP for the August 27th UUP Negotiations Team Listening Session!

UUP’s contract doesn’t expire for another 11 months, but the union’s Negotiations Team has already been hard at work, preparing for possibility opening talks on a new agreement with the state in the next few months.

Usually, negotiations for a new contract begin closer to the end of the current pact, but things could move swiftly this year. With a gubernatorial election in November 2026, there’s every possibility that UUP could be at the table well in advance of its negotiations timetable for the last several contracts, including the 2022-2026 agreement—ratified by members some 13 months after the previous contract (2018-2022) ran out.

“We think we have a chance to get to the table in the fall, which would be notably in advance of what we’ve done in the past,” said UUP Chief Negotiator Bret Benjamin. “If that opportunity turns out to be available, we want to be ready to walk through that door.”

To facilitate that, the Team has already scheduled its “Virtual Listening Tour,” a series of listening sessions to give members an opportunity to share what they’d like to see in a new UUP contract.

And here’s a change: Instead of holding forums for each chapter individually, the Team will hold some sessions with chapters grouped together geographically. For example, Canton, Plattsburgh and Potsdam chapter members will attend the same forum Aug. 28. A session for members at Farmingdale, Maritime and Old Westbury is set for Sept. 15.

“We’ve combined some campuses because we’re trying to expedite our preparations to get to the table early,” Benjamin said. “With our listening sessions, we want to hear whatever people see as pressing concerns in their work lives. We’re eager to hear what people are saying and we will do our best to address their concerns as a union.”

The Team has also scheduled three statewide virtual listening sessions for members who missed their chapter forum or just want to attend to find out more about the negotiations process. Those meetings are scheduled at noon on Sept. 16 and Sept. 22; and at 4 p.m. on Sept. 19.

April Week of Labor Power

This special Week of Labor Power will kick off on April 28th with a warm welcome from our UUP President Fred Kowal, who will discuss where we are as a Union in these challenging times.

Throughout the week, we have an array of engaging and fun activities planned. One highlight will be our participation in the Oneonta Baseball game on April 29th at 4:00 PM, where we’ll be serving hamburgers and hotdogs. This will be a great opportunity for everyone to come together
and enjoy some community spirit.

April Days of Action for Higher Ed & Healthcare

Throughout April, educators, students, campus workers, health care providers, and community members at public and private colleges, universities, and hospitals across the nation will be participating in national days of action to advocate for higher education and health care as public goods, while recognizing campus and health care workers as vital to these systems and essential to the well-being of students, patients, and communities.

There are many ways to take action—press conferences, rallies, tabling, informational picketing, and more. If you’re interested in planning an event for your chapter, rest assured, you won’t be alone!
