Update on Vaccinations

Colleagues,
I wanted to send you all a quick follow-up regarding the expansion of eligibility for vaccinations.
First, one important change that I neglected to specify in my earlier email is that the all-important 1B category has been expanded to reflect what we have been advocating for over a month. What previously limited vaccination eligibility to “in person college faculty” now stipulates “in person college faculty and essential in-person staff.” That phrase is what we’ve been fighting for! This change, as the Chancellor points out, takes effect immediately. Additionally, on March 17, “public facing government and public employees” will be eligible.” That amplifies our entire membership’s eligibility for vaccination.
However, as many of you have written to me, there are two realities we face, one that can be dealt with quickly and one that will be dealt with through aggressive federal action. On the former, we have reached out to SUNY to request that the change be made to the state website to reflect the wording change ASAP. On the latter, the reality is that the supply of vaccines will still be limited. But, with increased production and delivery, we are hopeful that this problem will also be dealt with ASAP.
in the meantime, I urge all of you to keep checking the state website to see when the wording is corrected and then schedule yourself for vaccination immediately. It’s the safest way forward for all of us.

UUP statement on COVID-19 vaccinations for SUNY on-campus employees

Statement by United University Professions President Frederick E. Kowal on priority COVID-19 vaccinations for all SUNY on-campus employees

“There is nothing more important than the safety of our members on the job, which is why UUP fought so diligently to ensure that all employees working in-person on campus be eligible for priority COVID-19 vaccinations. With the governor’s March 9 announcement, that is now the case.

“For months, UUP worked closely with SUNY Chancellor Jim Malatras, state legislators and our union colleagues to extend priority vaccinations to include not only in-class faculty and instructors, but all on-campus employees who work with students and the public. Those essential employees include residential life directors, counselors, instructional support staff, librarians, financial aid staff, researchers and other similar positions.

“Last week, I sent a letter to the governor demanding that he grant vaccine eligibility to all on-campus employees. And nearly 4,000 people, most of them UUP members, signed a UUP petition calling on the governor to clear all SUNY employees working on campus for priority vaccinations.

“While we believe this situation should have been resolved months ago, we are grateful that all on-campus workers can be vaccinated effective March 17. Without UUP’s intervention, I am firmly convinced that these dedicated workers would still be ineligible for vaccinations to protect them from COVID-19.

“UUP will always do all it can to protect our members and ensure their safety on the job.”

NY HEALS – UUP Legislative Agenda Social Media Toolkit with Weekly Themes

Colleagues,

As we navigate advocacy in a virtual world, one of the tools we have utilized for many years is now more important than ever—social media. Many of our UUP advocates are already sharing UUP’s advocacy materials on social media—thank you for joining us in this important work. To help us increase our impact, we have expanded our current social media toolkit to focus on one area of the HEALS agenda each week. In coordination with Higher Education Advocacy Week with UUP’s coalition partners, this week’s social media theme is the Education section of UUP’s Legislative Agenda.

The toolkit will be updated each week with a new focus and additional sample posts and graphics. You will always find the most up-to-date toolkit here. Posts can be shared on personal or chapter social media pages.

Thank you to everyone who has joined us in advocating for UUP’s HEALS Agenda through advocacy days, virtual conversations with legislators, and sharing information on social media. Every conversation and contact makes a difference.

Sign up! Feb. 5 sessions to urge Congress to pass Biden COVID stimulus bill

Colleagues,

About a week ago, I announced our goal of connecting at least 10,000 times with our congressional members before Feb. 15 to urge them to approve President Biden’s COVID-19 stimulus plan.

One of those ways is to send an e-letter calling for them to quickly pass Biden’s plan. The link to that letter is HERE.

While we are getting closer to our goal, we still have more work to do.

On Friday, Feb. 5, we invite you to attend a virtual meeting hosted by our Mobilization and Outreach Department. Sessions will be held at noon and 4 p.m. You can sign up to attend one or both of the sessions HERE.

At the meetings, Mobilization and Outreach members will discuss how to use a UUP social media toolkit to make direct connections about the Biden stimulus plan via social media. You can view the toolkit HERE.

The meeting will also focus on ways to talk with other members and get them involved in this initiative.

Chapter leaders, I strongly encourage you to have at least one member of your leadership team at these meetings.

Court Actions

Colleagues,
I have some good news to share which actually has come to me in the past two weeks, and regards federal court decisions on membership dues.
First, the Second Circuit Court ruled in favor of unions in not allowing former fee-payers to collect back fees/dues from before the Janus decision. Though the decision in Seidemann, et al. v. PSC, et al (this includes all public sector unions in NY, including UUP) will certainly be appealed, there are indications that it won’t fare well in SCOTUS.
That’s because of the second bit of news. Last week, SCOTUS refused to hear a number of anti-union cases which involved attempts to grant non-union members their back dues/fees. It was a surprise that the necessary 4 justices could not request the case. One caveat: Justice Amy Comey Barrett recused herself. Potentially, she could be the necessary fourth justice on a similar future case.
Nonetheless, we take the good news when we can these days. And this news is good.
On another matter, our great staff and I are finalizing our analysis of the very vague proposed Executive Budget. It’s being done while we’re preparing our testimony for Thursday’s hearing on Higher Education. The report will be out to you by the end of this week.

UUP Benefit Trust Fund Group Term Life Insurance Program

Dear Colleagues,

We were just informed by UNUM (UUP’s life Insurance carrier) that the New York State Department of Financial Services (DFS) Life Bureau is requiring that Unum remove all Value Added Services (Worldwide Emergency Travel Assistance, Life Planning Financial and Legal Resources, Employee Assistance/LifeBalance – EAP) from New York situs Life products. Therefore, UUP will no longer be able to offer the Worldwide Travel Assistance program to our represented employees beginning January 1, 2021.

It is with great regret that we inform you of this action. The New York State DFS Life Bureau has confirmed that Unum’s insurance policies do not contain specific enough language to allow them to offer value-added services to their customers. Unum has attempted to resolve this issue by adding to their previously approved product filings, unfortunately, the New York State DFS Life Bureau has been unwilling to approve new policy language on the grounds that the services do not have nexus, or inherently relevant connection, to life insurance.
