Appendix-48 Executive Level Review of Librarian Issues
2011-2016

On a date as soon as practical after the execution of the Agreement, GOER, SUNY, and UUP shall meet at the Executive level to discuss issues regarding librarians. Those issues include but are not limited to titles, obligation, protected time, and compensation concerns. The agreement to review these issues in the labor-management forum will not constitute a waiver of any management or union right or prerogative.

Dear Dr. Kowal:

During the course of negotiations, certain issues related to librarians were raised by UUP that were of such significant concern that review at the Executive Level is required. As soon as practicable after a fully executed agreement, GOER, SUNY and UUP shall meet to discuss and review issues regarding librarians. Such discussion and review may include but are not limited to titles, obligation, protected time, and compensation.

Particular attention shall focus on reviewing existing protected time policies. In addition, the University will issue a letter to all campuses clarifying that they have the option, when appointing librarians to 1) appoint them to either academic year or calendar year appointments and 2) appoint them to either the appropriate librarian title or the appropriate professor title.

The agreement to review these issues in the labor-management forum does not constitute a waiver of any management or union right or prerogative.
