{"id":876,"date":"2019-07-16T12:54:44","date_gmt":"2019-07-16T12:54:44","guid":{"rendered":"http:\/\/uuphost.org\/purchase\/?p=876"},"modified":"2019-09-05T15:01:45","modified_gmt":"2019-09-05T15:01:45","slug":"uup-nys-negotiations-over-salary-compression-adjustments-from-uup-president-fred-kowal","status":"publish","type":"post","link":"https:\/\/uuphost.org\/purchase\/uup-nys-negotiations-over-salary-compression-adjustments-from-uup-president-fred-kowal\/","title":{"rendered":"UUP-NYS Negotiations Over Salary Compression Adjustments &#8211; From UUP President Fred Kowal"},"content":{"rendered":"\n<p>Dear\nColleagues: <\/p>\n\n\n\n<p>As you\nknow, during the most recent round of contract negotiations, we reached an\nagreement with the State of New York which stipulates that salary compression\nand inversion \u2013 when found to be significant \u2013 are to be addressed in a\nmutually agreed upon process.<\/p>\n\n\n\n<p>Appendix\nA-41 to the 2016-22 Agreement provides that the guidelines and methodology for\nanalyzing the extent of salary compression and inversion at each campus will be\ndeveloped in executive-level discussions between UUP, SUNY and the Governor\u2019s\nOffice of Employee Relations (GOER). The results of these analyses will be\nutilized in distributing these funds to address identified compression and\ninversion.<\/p>\n\n\n\n<p>Salary\ncompression occurs when there is little or no difference in pay \u2013 but\nsignificant differences in skill level, responsibility, qualifications, or\nseniority.&nbsp; Salary inversion occurs when salary compression, left\nunadjusted, results in new hires and less senior employees receiving salaries\nthat are greater than more senior co-workers. Salary compression and inversion\narises generally from a combination of factors including market forces\ndisproportionately impacting starting salaries and insufficient pay increases\ntied to promotion and years of service.<\/p>\n\n\n\n<p>As a\nresult of continuous work since October 2018, state-level negotiations over the\nfinal methodology for analyzing salary compression and inversion at each campus\nand the process for distributing salary adjustments as a result of that\nanalysis, are progressing well. Work will continue through the summer months\nand we expect to be able to report more details early in the fall semester.\n&nbsp;While this work continues, campuses have been instructed by SUNY to begin\ncollecting the employee data (for both academics and professionals) needed to\nprepare for the salary analysis. They have not been given final instructions\nfor completion of the analysis or for disbursement of the salary adjustments\nthat will follow from that analysis. The state-level Executive Committee will\nfinalize those instructions over the summer.<\/p>\n\n\n\n<p>The\n2016-2022 State\/UUP Agreement earmarks one-half of the discretionary salary\npools (or 0.5% of total UUP bargaining unit basic annual salaries at each\ncampus) in 2019, 2020, 2021, and 2022 for distribution to address salary\ncompression and inversion.&nbsp; The first of these distributions must occur by\nDecember 31, 2019.&nbsp; (Article 20.8, 20.10, 20.12 and 20.13).
