Our chapter\nbylaws govern our campus structure and they describe the functions of our local\ncampus organization. The chapter bylaws have not been amended in many years and\nare seriously out of date.<\/p>\n\n\n\n<p>The UUP\nbylaws committee, including Daniel Harms, Joe Westbrook, and myself, with a\ngreat deal of assistance from Jen Drake and David Ritchie, has been working for\nseveral years to amend the bylaws to reflect changes in the UUP Constitution\nand changes in the Chapter. I offer my thanks for their hard work.<\/p>\n\n\n\n<p>These\nchanges have to occur in order for our union to remain at the forefront of\nadvocacy in these trying times of anti-union sentiment. Our bylaws as amended\nwill now reflect important changes in categories of membership, counting of\ndelegates, and continuing membership, in addition to changes to language and\noffices.<\/p>\n\n\n\n<p>Please\ntake a look at the highlights of these amendments listed below, and please make\nit a point to <strong>Attend Union Matters on April 1,\n2020 in Corey Union Function Room and Vote<\/strong> on the bylaws. All members\u2019 voices need to be heard,\nand all votes counted.<\/p>\n\n\n\n<p>We need\neveryone\u2019s help to keep our union functional and prominent in the fight to\nmaintain and improve our terms and conditions of employment.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>UUP Bylaws Highlights of\nAmendments \u2013 February 2020<\/strong><\/p>\n\n\n\n<p><strong>Bylaws\nNotes<\/strong><\/p>\n\n\n\n<p>Bylaws brought in line with\nUUP Constitution and directives from statewide<\/p>\n\n\n\n<p>Names of committees and\nofficers changed<\/p>\n\n\n\n<p>Increasing good governance<\/p>\n\n\n\n<p><strong>Article\nIII, Membership, Section 2 \u2013 Categories of Membership<\/strong><\/p>\n\n\n\n<p>Confirms categories for\nContingent Academic and Professional Members.<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Section 3 \u2013 Classes of Membership<\/strong><\/p>\n\n\n\n<p>Adds Contingent and\nContinuing Membership as categories<br>\nStates the duration of Contingent Membership as being year-long<br>\nEstablishes that dues payment is necessary for membership<br>\nStates the rights of members for attending meetings and participating in\nelections<\/p>\n\n\n\n<p><strong>Article\nIV, Section 3 &#8211; Meetings<\/strong><\/p>\n\n\n\n<p>Changes necessary quorum for\na meeting to be 5% of the Chapter membership (just to make it easier to convene\na meeting)<\/p>\n\n\n\n<p><strong>Article\nV, Section 1 \u2013 Chapter Officers<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Vice\nPresident for Contingents becomes Officer for Contingents<\/p>\n\n\n\n<p>Added Officer for Retirees,\nMembership Development Officer; removed Part-Time Concerns Representative as\nredundant<\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Section 2 \u2013 Selection and Term of\nOffice<\/strong><\/p>\n\n\n\n<p>Establishes that Membership\nDevelopment Officer and Grievance Officer are nominated by the incoming Chapter\nPresident for a two-year term<\/p>\n\n\n\n<p>Establishes that the\nExecutive Board may appoint an officer or hold a special election if no nominee\nis available or write-in votes don\u2019t reach the threshold;<\/p>\n\n\n\n<p>In case of a vacancy between\nthe chapter elections and June 1, allows the incoming Chapter President to\nappoint an interim officer until the Executive Board meets.<\/p>\n\n\n\n<p>Establishes presidential\nsuccession rules for officers<\/p>\n\n\n\n<p><strong>           Section 3 \u2013 Duties<\/strong><\/p>\n\n\n\n<p>Allows the president to\nconduct Labor\/Management meetings, sign checks if the treasurer is unavailable,\nsupervise office staff, and appoint a Parliamentarian<\/p>\n\n\n\n<p>Affirms that the Vice\nPresidents and Officer for Contingents are delegates<\/p>\n\n\n\n<p>States that the treasurer\nshould keep chapter monies in a bank account, and submit audit packets in a\ntimely manner<\/p>\n\n\n\n<p>Establishes duties for the\nOfficer for Retirees, Membership Development Officer, and Outreach Chairperson<\/p>\n\n\n\n<p><strong>Article\nVI, Executive Board; Section 1 \u2013 Members<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Changes\nthe makeup of the executive board [?]<\/p>\n\n\n\n<p>         <strong>Section 2 \u2013 Duties<\/strong><\/p>\n\n\n\n<p>Confirms the Executive\nBoard\u2019s role in approving committee appointments and carrying out statewide\npolicy<\/p>\n\n\n\n<p>Lowers the number of\nappointed offices for which the Executive Board can define duties<\/p>\n\n\n\n<p>Establishes that Executive\nBoard members serve as delegates to the Delegate Assembly<\/p>\n\n\n\n<p>         <strong>Section 3 \u2013 Minutes<\/strong><\/p>\n\n\n\n<p>Stipulates that minutes\nshared with Chapter members should be approved beforehand<\/p>\n\n\n\n<p><strong>Article\nVII \u2013 Other Chapter Officers<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Eliminates\nthe alternate delegate, in favor of regular delegates<\/p>\n\n\n\n<p>Establishes that the\nExecutive Board may create only chapter officers who are non-voting, and may\ndefine the duties thereof<\/p>\n\n\n\n<p><strong>Article\nVII \u2013 Committees<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Section 1 \u2013 Chapter Election Dates<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Chapter elections to be held in odd-numbered years, not \u201cevery two  years\u201d<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<strong>&nbsp; Section 2 \u2013 Chapter Elections<\/strong><\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Confirms\nthat the Vice Presidents should be elected from their membership<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Clarifies\nwhich positions are elected and which appointed<\/p>\n\n\n\n<p>Grants the Executive Board\nthe ability to appoint vacant positions for which no nominee or willing\nwrite-in candidate exists<\/p>\n\n\n\n<p><strong>Article\nX \u2013 Recall<\/strong><\/p>\n\n\n\n<p>Establishes a procedure to\nremove an officer for neglect, misuse of Chapter funds, or intentional\nmisrepresentation, ending with a chapter vote for removal.<\/p>\n\n\n\n<p><strong>Article\nXI \u2013 Parliamentary Authority<\/strong><\/p>\n\n\n\n<p>Establishes that Robert\u2019s\nRules of Order applies to meetings in cases where the UUP Constitution or\nChapter Bylaws are silent<\/p>\n\n\n\n<p><strong>Article\nXII \u2013 Governance<\/strong><\/p>\n\n\n\n<p><strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Section 1 \u2013 Construction and\nSeverability<\/strong><\/p>\n\n\n\n<p>States\nthat the UUP Constitution changes will automatically amend the Bylaws when\nthese conflict<\/p>\n\n\n\n<p>Provides that a copy of revised bylaws should be kept in the chapter office for examination<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;
